They're basically king of the hill gyms. Any team can claim any open gym, a person leaves a mon to defend. then others need to leave mons to defend the gym. You can attack an opposing gym, hoping to capture it for your team. It might take a couple people or just high level mons. You could conceivably make them type based gyms if others follow your lead mon, or at the least themed, maybe.

It's not great, do Pinsir seem rare in your area? You find higher CP Pokemon as you level up.
For example I get a lot of Ekans in my area so I honestly wouldn't spend my candies on one that is 28 CP and would instead keep looking for a higher level one. If this is the case with Pinsir, maybe keep looking. However if Pinsir was a one off occurence and you haven't seen any more in your 'nearby' section it's really up to you - it won't hurt to use your candies in the long run anyway.

I wouldn't say there is one, and from my experience it's better to evolve and then power them up because the 'price' stays the same (200 stardust and 1 candy)
But do keep in mind when you evolve your mon their moves will CHANGE, randomly. You might have a really strong move on your Drowzee but when you evolve it into Hypno it gets a weaker move.
