Does anyone know what the green burst/sparks are on a map? Does that mean there is a pokemon their or nearby that location

I've gone to a bunch of these where nothing showed up even when I stood right on top of it and waited for a few minutes.
It doesnt mean anything except that Pokemon is near there
If you use the tracker in bottom right and select certain pokes it will show you its area
Can Pokemon appear next to you if you're in the same spot for a while?
