Explain what? It simply isn't a pikaclone. Not electric type. No cheek pouches. Can't get access to nuzzle. Not on the XY wallpaper that has all the pikaclones on it. You may as well call Mincinno a pikaclone with this logic.
Pichu is the "pikaclone" of gen 2. They didn't need to do another one because Pichu is already similar enough.
