Just cause they are show on a wall as a caricature, they are not confirmed to be in the Pokedex. Gen 2 had the SquirtBottle, you still couldn't catch a wild Squirtle. Gen 6 had the SprinkLotad, still Lotad can only be bred in XY.
The water types make sense. The Eeveelutions are unavoidable, which is fine, we are probably getting a new one.
