It makes a pokemon go to sleep. In gen 1 all moves that wasn't swift had a 1 in 256 chance of missing.

DP buffed the accuracy of hypnosis by 5% and competitive shit their pants over a move more OP than outrage. All hypnosis users were banned to ubers as a result.
Fortunately Pt removed the additional 5% accuracy and balance was restored across the metagame. However some people believe that hypnosis will make it's OP return some day.
