To explain, it isn't the pirate theme that is generic, it's the personality. Having played through Platinum recently, I noticed that Shelly's opinion of you in Alpha Sapphire is very similar to how the Galactic Admins see you (mainly Mars and Jupiter).
The Rocket Executives in HGSS also share this viewpoint. Courtney was one of the few Admins that deviated from this format.
