What if they added a new variable to the games purely for speed ties? They assign each individual Pokémon one non-repeatable number out of the total number of Pokémon, and if you get into a speed tie, the higher number goes first. So if you have an Aerodactyl and a Haxorus or something tied somehow, Aerodactyl would always go first in the speed "ties" because it just has that number, but it doesn't affect anything otherwise. Stuff like Shuckle and Munchlax would be the very bottom, having 1 and 2, and Deoxys-Speed would have like 721 or whatever it would be in SM. This would remove the randomness and be something you could pretty much just look up in the case of a speed tie.

The vast majority of speed ties are in mirror matchups. A coin flip is fine for speed ties. Randomness is part of the game.
