Well, they almost did this...
Snowbelle - Ice. Best town music in the game, too.
Cillage - Rocky cliffs, I guess. Barely counts.
Luminose - City of Lights, ergo needs electricity to power said lights. Still a bit weak.
Laverre - Storybook town with a house-tree and giant mushrooms. Fits Fairy pretty well.
And that's about it.

This is the most redundant "idea" to exist.
Of course towns are linked to types by the geography of the area, climate, atmosphere etc. You're going to find ice types in cold and snowy places, fire types by the volcano, electric pokemon at the electric plant, rock types by the mountain.
