First you need to define what makes a game good. Pokémon was crazy popular during gen1 and 2. You can list all the bad aspects that you want but they ignited the franchise and thats a fact. They will always be considered good games and get the praise. Gen3 instead couldnt replicate the success. So are RSE bad? Of course not
If glitches are one of the reasons given for a game being bad you're a nerd and that's the beginning and end of the story. They are so convoluted that you would have to research how to exploit them and it shouldn't ruin your enjoyment of the game for any reason.
