Do GTS and WT follow the same rules? I haven't tried trading a Volcanion over GTS, but I've been giving out Smogon-perfect Volcanions over WT for awhile now, so I can confirm that that works. And if GTS and WT follow the same rules, that would mean that Volcanions can be traded over GTS too

They do follow the same rules. It's just that those pokemon can only be sent over the GTS/Wondertrade if they originated in a Gen 6 event and had their event ribbons have been removed.
A lot of people really just want to keep the event ribbons intact.

The only entry points left all require a physical cartridge, such as OoT or Cubic Ninja. Some physical cartridge hacks no longer work, or require a new 3DS, or only work if you already had access to homebrew on that 3DS to begin with, which obviously isn't the case for someone who needs to add it.
There's one more method which involves buying SmileBASIC from the eshop and doing something with it, but the person who figured this out hasn't yet released the details of how it's done. He's currently the only person in the world who knows how to do it. Based on all his recent tweets sharing small bits of information about it here and there, it's likely that he'll explain how it's done at some point.
