Defog doesn't remove stat modifications, but instead lowers the foe's Evasion, on top of removing hazards.
You're probably thinking of Clear Smog & Haze.

Was stealth rock really needed? Seems like it was introduced to hit flying types with entry hazards, but it's not like flying was an overpowered type just because it was immune to spikes. They just fucked bug and ice even more.
