OP nothing is saying it can't have a Mega, it just doesn't have one yet. It's been three years since Mega's were revealed and only around 50 Pokemon actually have Mega's out of the 745+ we currently have, give them some time.

It's slightly better than Golem, though, isn't it? More HP, more Sp. Def, higher Attack, and has Sand Force (aside from Sturdy, which they both have, Golem has two other fairly pointless abilities in Rock Head and Sand Veil).
It has fewer weaknesses and no x4 weaknesses although no Electric immunity. Why is Golem so much better?
