Maybe later on in the game it is, never for the first few routes. Even if you do fuck up catching a legendary you can just reload your save.
Only time you might sweat bullets is if you get a shiny encounter you actually want and for some reason have no pokeballs.
Even that's not an issue in later games as npcs practically force pokeballs up your asshole every other town.
