What if the secret that the starters and Rockruff hide is simply regular evolution? It was officially announced before Grubbin, Pikipek, and Yungoos, so maybe they were the only Pokemon up to that point that could evolve, which means Komala is your usual 1-stage Normal-type gimmickmon.
I had a thought. What if Rockpup's evolution depends on which starter you have with you? Like some weird cross between Eevee and Pancham rules.
Also kinda like how they gave you a monkey according to your starter's type in B/W..maybe.
