After doing some damage calcs the ranking is this:
M-Aggron > M-Steelix > M-Scizor
Aggron always beats Steelix and Scizor one-on-one, and Steelix defeats Scizor most of the time. Calcs were done with each of them having 252 HP / 252+ Atk and using the most effective move against their opponent.

Both Aggron and Steelix get fire type attacks and can take 2 superpowers from mega Scizor, so Scizor loses. Aggron v Steelix really depends on the set.
Aggron fully invested in special attack with flamethrower slightly outdamages Steelix's EQ, unless it's a specially defensive Steelix; so the winner would the one that Scizor didn't attack, since that one would have the damage advantage, most likely

Mega scizor may be good, but against these two and their sky high physical bulk, Scizor doesn't have anything to work with.

All Steelix needs is Earthquake and Fire Fang. Scizor will be dead before it can boost enough, and Aggron will lose the Earthquake race after Steelix sets up a Sandstorm for STAB SF boosted Earthquake with 195 BP compared to Aggron's base 100.

So Aggron is the best wall in this case. Man I was really hoping scizor would be able to win. Poor guy just gets knocked out with fire all the time. Steelix mega just has a cool design but it doesn't fix steelix's stats enough. If only onix was a stronger pokemon it would have better base stats.

Objectively speaking using special attacks is better on all of them.
Scizor 3hkos both with technician hp fire
Aggron ohkos with flamethrower/fire blast
Steelix 2hkos with hp fire
So it comes down to Aggron v Steelix.
Unfortunately this is purely RNG, but favors Steelix.
Aggron has a 7.4% chance of killing with 2 fireblasts that both hit, and roll high, but if the first one burns then the second one will kill unless both rolls are the absolute minimum.
Steelix on the otherhand will always KO with earthpower, and wasting a turn setting up sandstorm is useless.

You essentially you are using lightscreen and then spamming roost hoping you don't get burned or crit and that fire blast misses. Once that happens you aren't really able to do anything back. hp fire is a 3hko and superpower lowers your stats. Which present opportunities for fire punch.

This debate has changed from "who wins in a fight between scizor and aggron" to "how can scizor stay alive"
Scizor is great at picking off weaker targets. Neither Steelix nor Aggron are "weaker" targets. Scizor is basically irrelevant.
If these are random pokemon, probably Steelix. It has better defense, and can capitalize on Aggron's weaknesses better.
If these pokemon are competitively bred, I lean Aggron. Aggron becomes better able to fight back against Steelix by virtue of access to more useful moves. Scizor gains a niche in stalling out the other two with Roost, but if either of them decide to focus down Sizor, its over.
If bred specifically for this fight, Aggron, no question. Magnet Rise lets it ignore Earthquake, Fire Punch/Flamethrower melts Scizor, and Aggron can use that same Flamethrower to capitalize on Steelix' godawful Special Defense.
If throwing in the other two, Lucario probably won't win, actually. It would certainly get the first kill, but that would mark it as the most dangerous, and thus the survivors would focus it down. Scizor actually pulls ahead in the battle royale, since it can roost off in a corner, away from the chaos, and either Bullet Punch or Pursuit to ensure the last 1-on-1 is against the weakest possible opponent.
