In the first few gens, pokemon where fewer and much more limited. But now there are so many the ONLY time, a starters typing matters is the first battle with your rival.
And even then it actually didn't because most starters only have normal type moves to begin with. Game freak could change the typing of starters or add more to pick from and there it wold have little consequence.
