It's really good, but quite Xernas or Groudon, or not even Kyogre level. It's much less threatening than in singles. The people who were claiming it would be broken weren't vgc players most likely.
Also since there are other megas that one would rather use most of the time like Kanga, Mence or Gengar, Rayquaza often is used without megaevolving

No. Singles is a vastly different meta than doubles.
In singles ray just has to come in on something that can't do much to it, get a free dragon dance, and press dragon ascent/extremespeed to win.
In doubles, ray doesn't have any spread moves (besides the shitty earthquake) so it can only attack one thing at a time. Protect also makes it so if the ray attacks the wrong target, it leaves it open to be attacked by the other enemy.
One of the big reasons to use it in vgc16 is for weather control, like letting kyogre get off water spouts in the sun, or for random hidden power waters.
