Was Topu Keku supposed to be a legendary? They have it listed under 'Other' and not 'Legendary'.

That probably means that you can battle the guardians either after the E4, or after the main story, like with the Lake Trio in Gen 4.
Magearna and Zygarde were listed under "other" too. I wouldn't dismiss it as a regular pokémon because it clearly isn't.
Instead of a trio, we'll probably have a quattro and Tapu Koko seems to be a member of it (similar to the 4 musketeers in Gen V)
