Only Perfect Zygarde can learn Core Enforcer, and it can only become Perfect Zygarde while in a battle. Since regular and 10% Zygarde can't learn the move, it would mean that it gains it mid-battle, thus granting it a 5th move

I was against the idea at first but the usable evidence seems to be growing so I find it pretty plausible at this point.
