As an early Pokemon, it won't have high BST. That means that running mixed on it (to use both U-Turn and Volt Switch) would be horrible.
It would be better off having one offensive stat much lower than the other.
For potential BST:
384 Kricketune
385 Dustox
390 Ledian, Ariados
395 Butterfree, Beedrill, Beautifly
411 Vivillon
414 Masquerain
424 Wormadam, Mothim
We're probably looking around the 400 range.

Not sure about Volt Switch, but it's guaranteed to get U-Turn because of its star fighter inspiration.
Leavanny has 490 and Scolipede has 475 and they're early pokémon by any definition.
Not that they run mixed, but forgetting some regional bugs in the list that don't fit your narrative certainly doesn't help your point.

OP here, I'm aware that if Vikavolt has shitty stats, it won't make a difference. Ideally, it outruns Mega Pinsir, maybe even the Latis, and has good offensive stats. Keep in mind the official website call Vikavolt a "flying fortress", so maybe, just maybe, it will have good Defense as well. Best case scenario would be roughly this:

>Attack-82
>Defense-110
>Special Attack-95
>Special Defense-50
>Speed-113
That's 490, the same as Leavanny. I can see it being quite viable.
