Why would it still perform a hi jump kick if there's nothing to kick.

It's not like they just didn't use it, it's specifically that they used it and it missed, so how are they just not exerting all of their power?

Suboptimally, 1 of the 2 but not the other. The most logical solution, honestly. Either it always recharges or it doesnt recharge unless you used its full effect - otherwise you left enough energy to act by your next turn.
