Zoroark was everywhere and it even had a movie appearance before it's game like Lucario.
They were clearly trying to make lightning strike twice with Zoroark and force it into Lucario's place, hell there was even guy in a Zoroark suit on Pokemon Sunday for a while. After the release Zoroark went the way of Lightning when people realised it was shit, unlike Square they decided to go back to Lucario instead of forcing it further.
