I think by the name its implied that the pokemon's body is so shiny that when pokemon try to attack with priority attacks which are lightning fast they get blinded and stop executing the attack
So maybe other colourful pokemon and other psychic or even fairy types.

They could make a defensive version of Mold Breaker, that stopps the activation of abilities against a pokemon with this ability (Protean, Sheer Force, Prankster, Gale Wings, the -ate abilities...)

They really nerfed weather in gen 6 after the fuck over of gen 5. I wouldn't be surprised if dazzling affect non damage moves.
