Started playing this game couple days ago. So far I am enjoying it and left Black 2 unfinished. Why can't Game Freak make a game is interesting as this?

Because Persona is made for adults, teenagers at the youngest, thus it can have better mechanics due to not worrying about children playing.

If they were playing for Story they`d be playing Persona 3. you play 4 for the game, and 3 for the story.
