Something interesting to note is that this Flygon's HP IV cannot be 0 unless it has EV investment
What does it mean?

It's nothing unusual. The only Pokemon so far who had EV/IV investments in the trailers was Zygarde.

The Zygarde in the trailer has the same thing going on
It's HP IV is coming up as 14/15, unless it has EV investment

Then you are calculating it wrong. 31 IV/0 EV base 108 HP has 183 HP, as Zygarde does in the trailer.
I thought everyone was always 15 IV and 0 EV in everything and neutral nature in trailers
