Your best bet at a shiny Shaymin is to get a copy of Platinum and a DS Action Replay to get the Oak's Letter event and soft reset.

You can also use the underground glitch on early Japanese copies to just walk to the island. Arceus's elevation makes it impossible to get it with the same glitch.
