One is supposed to be a cool monster, the other is a pikaclone meant to be marketed and be a cute cuddly plushie. They both succeed at what they want to do. Gen 7 will have plenty of (and already has) cooler pokémon that look like they'd be good in a fight.
2 different takes on a similar concept, one is cool/intimidating, while the other is cute. Both are allowed to exist, believe it or not.
