And I'm about 99% sure it was specifically mentioned somewhere that Vanillite's line tries to look like ice cream to fit in with Unova's native pokemon/urban environment. Regardless, it looks like a Castelia cone because that's what it chose to look like. It could have taken the form of literally anything else, it just would have been made out of snow.

I'm someone who actually likes vanillite so let me try to explain why I think Vikavolt works better
Vikavolt has a similar color scheme to some wire cutters, and his pincers vaguely resemple them. They tie into his Electric theme but he's still also based on a beetle, and the wire cutters aren't the entire design.
Vanillite is an ice cream cone where the cone is made of ice and he has a face and tiny arms. That's pretty much it. Even if he's not literally ice cream thats all there is to its design.
