Deino and Zweileous. It's bad enough that it takes so long, but really, until Hydreigon the line is a fucking mess. They have Hasty, which is a mixed bag, but their movepool is beyond shitty, due to all of the basic physical moves Hydreigon can't learn, and all of the special moves the pre-evos can't learn because fuck you, that's why. It doesn't help that most of them will be modest or timid, making their physical attacks beyond shitty anyways, and their special attack is garbage, so what few moves they do get (Body Slam and Dragon Pulse, essentially) can't be used well at all. Fucking Beldum is better then Deino, ever since that fuckawesome buff it got, of learning actual moves. It's probably better than Zweilious too, not that you'd ever get a side-by-side comparison.
Anything that requires "lead with this and instantly switch it out" to be used. Is it too much to ask for ANY attack at all?

Pure letdown. It might be gyarados but all of its decent attacks get no STAB, and most of what it gets runs off its embarrassing sp attack

I still have PTSD after trying to use Gyarados in Emerald. It ended up being the HM slave of the team before getting permaboxed. Gen 4 and up are fine though.

And my own nomination are all bear Pokemon I've ever trained (Ursaring, Beartic, Pangoro). All suffer from the same stupid "slow and frail" meme stat spread and shitty movepools. The first two also come way too late in the game to be really worth it.
