Kingler already can learn Superpower. It needs attacks with seconday effects outside of Rock Slide to be able to use Sheer Force.

It is the best physical water move, but it's a shame that sheer force waterfall out classes it and kingler will never have access to that because game freak insists on forcing users to run it's signature move. Due to the lack of access to any viable physical sheer force move outside of rockslide makes hypercutter crabhammer kingler a great choice.

I saw some people running CB Kingler and the thing dish a lot of damage, but falls short on Speed.
And if it runs CS, it'll fall short on damage, being Kingler is suffering.
