It got a yuuuuuuge buff in Gen VI. It's now a 120 BP, 100% accurate move without any drawbacks. If Porygon Z got Techno Blast, it would instantly be viable in OU and be at the top of UU. It could even run a Blaze Drive to nail Steel type mons that hardwall it right now.

You're forgetting the line's third (until Gen V) signature move, Sharpen. (Which still references polygon counts in the description despite being on the move lists of Cryogonal, Diancie, et cetera.)

No, Protean with x2 STAB. Now that I think about it it's basically a x2 multiplier on all non normal type attacks, so Huge Power applied to both Atk and SpA.
Possible stat spread:

Def 85 (+15)
SpA 155 (+20)
SpD 85 (+10)
Spe 115 (+25)
Gets Extreme Speed so the Atk boost isn't useless.
