3rd Strike had the most SFII characters of the SFIII iterations. But in some ways 2nd Impact is better than 3rd Strike. The roster is more balanced, with no top-tier character dominating(Chun) or joke-tier character floundering(Sean). 2nd Impact just isn't easily accessible and it has fewer characters so it's largely been forgotten.

I made this comparison in a thread earlier this week.
As someone who grew up playing Red/Blue on that original brick of a gameboy I still don't understand how any holds the original 151 in high regards outside of blind nostalgia. Gen 2 is somehow even worse, being the leftovers that couldn't make it into the original games.
Gen 3 is where pokemon design kind of started finding it's footing, Gen 4 tried some new stuff but given how Gen 5 and 6 look they kind of rolled back on that weirdly eclectic, strangely aggressive look a lot of them had in Gen 4. Gen 5-6 are simply the best when it comes to pokemon design, hitting that sweet spot I talked about earlier.
Gen 7 looks to on par with 6 with designs so far, so they're only getting better at it.
