Are pokemon named after the cries they make or do they make their cries based on their names?

Literally a copy-paste of a Reddit thread from a few days ago.
Named after their cries. Except Legendaries, since they don't say their names. However there is an exception to Mewtwo since he was created by Giovanni. Mythical Pokemon also say their names so yeah.
