Just because it isn't structured like a land based warrior doesn't make it a bad design though. Its a very interesting twist of a warrior from an ocean setting.
Also the swords are just differently shaped armor so they serve more than one purpose.

Dewott only stayed on two to showcase the traditional samurai look. It isn't necessary for the final evo when its already fully armored and carries massive blade-shaped shells to showcase the warrior-influence on its design. Being a creature built for water combat makes the "muh four-legged" complaints less justified.

1.Full-fledged armored warriors look old as fuck anyway. Why is this even a problem?
