Try to modify Pokemon metagame or mechanics to make all or nearly all Pokemon relevant, in just three steps. It doesn't matter if they're lesser or major changes.

Introduce a new battle mode.

In this battle mode, you have an amount of points that you can't ever change, and you lose points when you put a pokemon in your battle box.

Stronger pokemon require more points, while weaker pokemon require less points.

This way, if you put one or two broken mons in your team, you'll only be able to fill the other spots with shitmons. Likewise, choosing weaker pokemon could mean your team's overall power is more balanced.

1. Pokemon with lower BST receive higher STAB multipliers. Higher bst would be better for coverage while lower bst would have higher damage from stab.
2. Your team of 6 has a total BST cap to force diversity. Using something with lower BST in one spot allows you to use something with higher BST in another spot.

This is legitimately impossible.

For there to even be good pokemon there has to be bad pokemon.

No matter what mechanic you change there will always be mons that stand above others in your new meta

I dont think they should remove IV's but they should change them to be something like a 1-5 value but then stats always have a cap of say 20 or something right.

So for example MewTwo could be:

HP: 4
ATK: 3
DEF: 2
SPA: 5
SPD: 2
SPE: 4

But like Electrode would be like:

HP: 3
ATK: 3
DEF: 4
SPA: 4
SPD: 1
SPE: 5

and then they'd just be balanced around their Ability and moveset.
