To be honest, I don't like Feraligatr that much. His sprites/models look weird to me, and I was disappointed with my Totodile in gen 2.
I love his preevos' designs, though.

Depends on your criteria for best. Firechicken, for example, might be considered the best starter because it's the only one good enough to get sent to ubers.

But Feraligtr suffers from the same problem that its fellow starters do - its too bland. It's stats are underwhelming, it's movepool is shallow, and its mono type. Sheer Force is great, but it's stats are too low for it to be much.

It isn't bland, nice opinion though.
In its debut, Feraligatr severely suffered from being a physically-oriented pure Water type. It had to rely on Normal type moves and Earthquake to use its best stat, and wasn't able to use Water or Ice nearly to the level of other Water-types. Further, Dark was also considered special, so it couldn't even use Bite effectively except as coverage.
It got better after the physical/special split, but was still inferior to most physical Water-types. Swampert was much better in that regard.
Eventually, once its hidden ability was released, it finally was able to shine to a degree after spending so long as a mediocre Pokemon.
Feraligatr is my favorite Gen 2 starter and one of my top 5 starters, these are just reasons to the contrary.

If it makes you feel any better, I don't mind regular Swampert. But its mega is of course technically the same Pokemon and it makes it go down several tiers for me. I usually like fat, bulky mons but with Swampert it just doesn't work.
