Umbreon looks like a straight up cat and I don't understand why people think it's a wolf other than just to have an edgy pokemon.

Umbreon is likely based on a jackal or even a coyote.
They're all just a fusion of various types of canines, felines, vulpines etc.. Most Pokemon have more than one real-world source of inspiration, and not all of them can be shoved into neat little categories.
