The man is this photo is Tsunekazu Ishihara and if I remember correctly he is the CEO of The Pokemon Company, for some reason he comes up when searching for Tajiri.

This man is Satoshi Tajiri, however you will only find a few photos of him around the internet due to him apparently having Asperger's which inhibits his social side. He also hasn't been a part of the Pokemon franchise since Ruby and Sapphire so that may be another reason.
