Its signature move has been given to two pokemon that dramatically outclass it, and it has objectively the worst typing in the game.
Submission is its best Fighting STAB move.

Zen Mode is a great concept executed very poorly and is useless in its current state.
Currently a shitmon. Fallen from grace. Supposedly a MASTER of martial arts with FOUR FISTS that can punch 2,000 in 2 SECONDS bit doesn't learn Mach or Drain Punch. Also a Superpower pokemon but doesnt even learn the move in the debut gen and up to now only learns it as a tutor move but his rival learns it naturally and the two punch moves mentioned earlier.

It's not an especially creative or “weird“ design, I would not even argue that it is the best designed Bug Pokémon (that would be Shedinja). It also takes way too long to evolve and is objectively not worth it in game.
Competitively, Volcarona struggles to stay relevant because Charizard and Talonflame are so useful, it is difficult to argue it would be better to have Volcarona on your team instead of one of them. That combined with Stealth Rocks really means you have to build a team specifically around it to use it, and it's not clear the benefit of that will be worth the effort (even though I still think it is very viable in OU).

It can't even learn its signature move V-Create by level up. It's stats and movepool make it just a dumb attacker with no support moves, just smash stuff with STAB and coverage. Dies to all 3 of the best moves in the game (Scald, Earthquake, Knock Off), so it has a horrendous defensive typing, meaning it's difficult to switch in. And let's not get started on how badly Blaziken outclasses poorl ittle Victini. Mew gets a godly movepool, Celebi gets multiple forms of recovery (Leech Seed, Giga Drain, RECOVER), Jirachi gets Paraflinching bullshit, Shaymin gets a badass Sky form, Manaphy gets to mate with stuff and make an unholy brood of Phiones, but poor little Victini? Little guy just gets a big stupid attack that doesn't do anything special, just WEAKENS HIM.

Also, if you're using a Salac Berry, it's almost the same effect as unburden.
Cheek Pouch wouldn't be good because Linoone would need to be with 25% hp or less to consume the berry, which would bump his HP back to around 50something%, which basically leaves you in the same situation as right now but in a worse state because you'd need to run subs to get to the consumption %.

Not only will a mega increase its stats, but that ability will make it so you can't burn it to lower it's attack, you can't paralyze to half it's speed, and you can toxic it to chip away it's HP.
