Why can you breed Manaphy for Phione? Why can you breed Manaphy in the first place? Why can't Phione evolve into Manaphy?

Because like it's predecessor, gen 4 was a huge mess and an even bigger mistake.
Is like breeding mules. Mules cannot evolve into houses. And mules cannot breed with each other.

Sea angels are a species of carnivorous sea slug. They're pretty popular in Japan. Popular things tend to be made into Pokémon.
I think Manaphy being an event Pokémon was just a way to force it to be rare and special. Phione was apparently made so that kids could give their friends "Manaphy" if they missed the events.
