All pokemons are used as a means to an end. HM slaves are some of the most useful pokemon therefore they fulfill their purpose to the greatest extent. Not only are HM slaves moral they are some of the most moral of all pokemon.

Some Mons help you in battles, some help you traverse the region. To me, they are pretty much equally important, so I don't really understand the question. HM friends just have different function in your team. While I try new Mons for battling all the time, Tropius and Bibarel are my team staples in Hoenn and Sinnoh respectively. Thank god for those bros. There's nothing wrong about being used exclusively for utility.
