No, it's not. If Aegislash were purely a Physical attacker, it would be balanced since you could just burn it and be done with it, or wall it with something like Skarm.
Even GF acknowledged they didn't expect people to use it as a Special/Mixed attacker, which is why it's too powerful. Shadow Ball + Sacred Sword (with an optional Flash Cannon) hits way too hard from it, with its best counter, Mandibuzz, being susceptible to the sets that run Toxic or Head Smash since they know it's coming in if they see the opponent has it.
I liked that it kept things like Mega Medi and Mega Pinsir and other deadly things out, but the fact of the matter is it kept too many things out and centralized the game into Fire and Dark and Ground spam, if you recall the suspect test.
