Well from a tanky water/fairy wouldn't be half bad. But yeah design wise I don't have my hopes up. Since with the exception of serperior all the bulky starters are fat. Plus given how huge male sea lions get it doesn't look good for popplio.

If there's a type that needs more special moves, it's rock, not fighting. Focus miss is already really good in both power and distribution, so they probably wouldn't make a move that could top it anyway.
