You can use pokemon like Seaking and Lanturn in the middle of the forest, they just float.
You can use any Pokemon while soaring in ORAS, Steelix is free to wail on some Pelipper while 20 feet in the air.
Same for underwater battling, anything goes. Charizard vs Chandelure at the bottom of the sea floor? Absolutely fine.
So even after going to the trouble of adding background trainers, they'll probably just have the trainer stand on the water because they absolutely cannot give two shits.

Even when it seems like they're putting in a lot of effort, which they kinda are, there's still a way for it all to go to shit.
