It super obscure. I think you have to read about its existence on a sign somewhere, and it doesn't work if you have your options set to L=A.
Still, I've used it in the past as a quicker option than going to the summary screen.

You can't run in a Pokemon game one handed because the B button will still be on the other side of the console from the circle pad and the L button with no way to change it.

I actually use the L=A in my GBA games; my hand's jusy big enough that I use my thumb to hold B and my index finger to move.
