You see I thought the same thing, but upon further inspection, while Gen V had some of the worst designs in the entire franchise (Garbagemon, Icecreammon, Emogirlmon) it also had some really solid designs, Krookodile, Haxorus, Cofagrigus, Sigilyph, Volcarona, Zebstrika, the list goes on.
Gen VI had a few stand outs, but as a whole was underwhelming, forgettable and there just weren't very many Pokemon in general.
Gen IV has less outright terrible designs than Gen V, but as a whole it's just really bland and unoffensive with very few standouts.
Gen V's is just really hit and miss with good highs and really bad lows.

I was talking about pokemon in general during Gen I/II. It was so shit in every aspect but got popular anyway. Glad to see the series grow out of a half-assed fad into an actual good game series even if Gen VI was a step back
