Blastoise aint all that bad, just a bit too unfocused for OU play. It competes with way too much, and giving it Water/Steel as a mega would be great, it'd give it a nice niche as fucking over a lot of common crap in OU. It's a shame that there's no Pulse Steel move, or that Flash Cannon doesn't count as that, because that'd be a one way ticket to taking a dump on Clefable and being a solid OU pick.

EM Pulse - Electric pulse that is super effective against electric types
Healing Rain, 5 PP, the user restores 50% of its health, 75% when it's raining, 25% during Sandstorm, Hail and Sunny Day.
Not only to Blastoise, but too many other Water mons as well.
I don't know how Game Freak never thought of a move like this, I've played so many RPGs with healing water elements, especially healing rain. The amount of Water Pokémon that would become more viable with such a simple addition is ridiculous.

Water types have stopped being bulky since ages. The only one left is Slowbro. Which also happens to have Slack Off. Rotom and Quagsire are OU but not bulky at all by today's standards, they have other qualities that make them good.
Also they have Pain Split/Chesto Rest and Recover.
