I would personally

I'm pretty sure the logic is that Steel Pokemon have actual metallic bodies, while most Water Pokemon are just aquatic animals, who would end up getting fried if struck by electricity.

Water type is not fish, come on. There are dozens of Water type pokemon that have nothing to do with fish.

Change some type Mechanics
Steel is now weak to:
Electric-Metal conducts electricity far better than biological sacks of flesh in water
Ice is immune to Electric because ice is a horrible conductor of electricity compared to its liquid state

Steel is now weak to Electric and Grass (conducts electricity and plants tear right through anything; same logic as Ground and Rock).
Ice now resists Ground, Flying, and Dragon (Ice tears through the earth, cold blooded creatures don't function as well in cold environments, and have you ever thrown a bird at a glacier?).
Fairy no longer resists Bug (why it did in the first place is beyond me).
Rock now resists Fairy (sturdy stones > delicate fey).
Bug now resists Dark (insects have no concept of evil).
