kirlia evolves in 2 levels iirc and you should have like psychic by this point, or just evolve it an teach it through the move relearner in fallabor town, you get a heart scale on the mauville beach iirc

also numel should do the trick too
level up to 35 and it learns earthquake
then evolve at 36
