Quiver Dance. Shell Smash + White Herb would also be absolutely horrifying. With STAB its:
1.5(20 x 6 + 20) = 210 power move coming off a x2 Sp. Attack stat on turn 2.
Simple Swoobat runs it.

There's a lot that's viable. Espeon with Baton Pass was big with it. Stored Power Baton Pass teams were so good they got banned.
Baton Pass with Magic Bounce users so you don't just get Roared/Whirlwinded is the only way.

You give it a Weakness Policy to hold.
You spam Cosmic Power.
You use Roost when it's needed.
If there's a dark type foe, use Miracle Eye.
When your defenses are maxed, unleash hell with Stored Power.
Unaware Clefable with cosmic power, charge beam, stored power and wish.
Simple Swoobat with Calm Mind holding a Weakness Policy, that's a +4 Attack, +6 Special Attack and +2 Special Defense if all goes well
Clefable currently runs it pretty often and Sigilyph's blood totem set used to see play in gen 5. Baton Pass teams also usually ended their passing chains on Stored Power Espeon, because Magic Bounce made it really hard to stop a boosted Espeon.
It's not one of those D-list attacks that nobody ever uses.
